Venezuelan Armed Force will assume police duties and create “concentration camps”

Confidential reports of his Strategic Operational Command expose scenarios of an eventual intervention. "Ease the departure from the country to any foreigner who wills so, except those nationals from the belligerent nation," is stated in a memorandum released to the garrisons around the country.

The highest military and politic heads of Venezuela will increase the repression to domestic and foreign adversaries in the scenario of an external intervention.

The government’s security forces will not only spy on opposition leaders, but will imprison the citizens who support “the invaders”, will arrest those born in the countries that participate in the eventual conflict, and proceed to confine them to “concentration camps”.

These actions would be in charge of a sort of administrative and criminal police, which would overtake the duties of the national, regional and municipal polices, as well as the ones of the Force of Scientifics, Penal and Criminalistics Investigations (CICPC, acronym in Spanish), as indicate confidential and secret documents of the Bolivarian National Armed Forces (FANB, acronym in Spanish).

The Bolivarian National Guard (GNB, acronym in Spanish) will become “the investigative and penal branch of the FANB”, according to the article 329 of the National Constitution, which assigns to them such task.

The supra-power of the GNB

 The  above mentioned data are included in two reports, sent by the General Command of the GNB to the Internal Order Maintenance Services Directorate, for later referral to the 23 regional head offices of the Guard, as well as to the Zonal Command 81 in the Orinoco’s Petroleum Belt and other units.

The legal support for the FANB to overtake the roles of the Public Ministry and the police would be, according to the document, in the Constitution (Article 329); Law of the Fatherland Plan 2013-2019; Organic Law of Security of the Nation; and Organic Law of the Bolivarian National Armed Force. “The State is directly responsible for the maintenance of the Internal Order; the FANB through the GNB, conducts and executes the operations directed by the CEOFANB; more, then, opportunely in the situations in which it considers necessary it will request cooperation of the other military forces”, state the military.

From the legal point of view, the maintenance, control and restoration of Public Order is the responsibility of the Citizen Security Organs (article 332 of the Constitution), through the PNB (Bolivarian National Police, Spanish acronym) and under the orders of the Ministry of Internal Affairs, Justice and Peace (Article 17, Organic Law of the Police Service and the Bolivarian National Police Force).

Only when the conflict surpasses the police, the President of the Republic requests the intervention of the FANB.

Under the thesis of a state of national commotion, the CEOFANB (Strategic Operational Command of the FANB, acronym in Spanish) will take control of the Citizen Security Forces: PNB, CICPC, fire brigades and Civil Protection force, in coordination with the authorities of the states and municipalities.

“The exercise of these roles of Special Administrative Police and Criminal Investigation by the GNB, stated in the Constitution and the LOFANB (Organic Law of the FANB, Spanish acronym), turn it into the armed force by definition of the Public Administration, to watch over obeying of the norms, monitor their compliance, participate actively in activities that contribute to the normal development of public entities of the State in the pursuit of their goals, participate actively in police actions for the strengthening of peace and citizen security, public order, protection and care of the environment, eco-socialism and the investigation of the crimes that the special laws attribute to it, being an important link in the administration of justice and in the maintenance of internal order “, as it is explained in the text, which was presented to the military authorities of the country.

The radiogram, dated September 12, 2018, is authorized by the director of the DSMOI-GNB(Director of Services to Mantain Inner Order of the GNB, acronym in Spanish), General of Division Ramón Pimentel Avilán, who demands in the “Instructions: Strict Compliance” to the plans provided, in the scenario of an international action against the government of Nicolás Maduro.

The first document, with a length of 5 pages, summarizes words by the commander of the Strategic Operational Command of the FANB, General Remigio Ceballos, to the entire military structure of the country, prepared by the GNB commander general, Major General Richard López.

Ceballos calls the military to be prepared for what he has called “invisible broad-spectrum war, led by enemies of the homeland, which affects the welfare state” in Venezuela. Among the external “enemies” he mentions the United States, due to the extension of Executive Order No. 13,692, made by former President Barack Obama, and the statements of President Donald Trump in 2018, according to which he did not rule out military action, and to NATO.

In that meeting, held behind closed doors in Fuerte Tiuna, the CEOFANB chief ordered to strengthen the “revolutionary patriotic conscience of our people”, to infiltrate the “productive workers’ councils” and to include the communities or communes in the Territorial Defense System to perform intelligence and counterintelligence tasks, as a way to counteract the virtual enemy because they doubt that the FANB, by itself, can face it.

The reason? Ceballos admits the deficit of soldiers and fears for the disunity of the military ranks in the face of a warlike conflict and in the current situation, in which casualties have increased, according to reports from the Social Security Institute of the FANB. “We must make a strict selection and pay attention to critical charges,” he demanded. For this reason, the Maduro government and the FANB entrust the defense of the regime to two groups: the Bolivarian Militia and the Special Actions Forces (FAES, Spanish acronym).

The CEOFAN demanded to increase the number of militiamen to a million people and to prepare an elite of the military as members of the FAES. In fact, that number of militiamen will leave the Socialist United Party of Venezuela (PSUV, Spanish acronym) registry, as Ceballos agreed on October 30, 2018 with the electoral coordinator of the party, Francisco Ameliach, when they met at Fuerte Tiuna. The name of the plan will be “Patriotic Strategic Alliances”, according to sources.

“Concentration camps”

The second report, named The FANB Employment Manual on Conducting Operations Required for the Maintenance of Internal Order, with 145 pages, establishes the norms of what they call “Control and management of foreigners and belligerents”, for which they stipulate the creation of places of detention or “concentration camps” of native citizens of the states that propitiate or support the interference in Venezuela.

At the meeting with the high command, the CEOFAN chief pointed to the United States and NATO nations. The chavista leadership does not rule out other Latin American countries that endorse Maduro’s exit from the Organization of American States, such as Colombia and Brazil, which are classified as potential executors of the actions, among other reasons because of the political sectors that will govern them soon and because in Colombian lands there are 7 North American military bases.

On November 10, 2018, the Minister of Defense, General in Chief Vladimir Padrino López, pointed to the authorities of the Caribbean country as participants in acts targeting the revolution. “The Colombian oligarchy conspires against us and lobbies US imperialism (…) that is the way they begin to use their instruments and capture people on our border, so that we can solve their internal problems,” said Padrino, when he inaugurated in the headquarters of the General Command of the GNB, accompanied by Major General Lopez Vargas, the residences “Battle of La Victoria” of the Armament Service of the General Command and the Support Detachment of the General Headquarters.

The thinking of Padrino López is written even in the confidential documents quoted in this paper. “If the limited invasion of the military forces of the imperial allied country is not effectively rejected and in a short period of time, the United States of America (USA) could use it as a pretext to participate actively in the war, claiming that the instability in the region and the danger it represents for their national security, since it implies the possible cessation of oil supply”, as they explain in the text.

In the document, the high command raises what they will do with the “belligerent foreigners” and “non-belligerent” and then is when “concentration camps” are mentioned, which reminds the cells of Adolfo Hilter when he tried to control the world and began the World War II, which lasted between 1939 and 1945.

The plans include, among others:

1) “Prepare the census before the conflict arises.

2) “Apply rules tending to prohibit the circulation, transfer and change of address in marginal border areas.

3) “Coordinate the rules and administrative procedures for the evacuation and deportation of the illegals before the conflict.

4) “Location, capture and imprisonment of belligerent foreigners.

5) “Establish the necessary rules for the collection, transfer and concentration of belligerent foreigners and sympathizers.

6) “Surveillance, security and control of the places of imprisonment.

7) “Ensure compliance with the rules created to prohibit meetings and the practice of certain professions, to belligerent foreigners or sympathizers, until their internment.

8) “Assign identification card to each foreigner”,

Regarding the treatment of “non-belligerent foreigners”, the FANB proposes:

1) “Evacuation of residents of the Resistance and Operational Grind Down Areas.

2) “Allow their residence outside the Areas of Influence, Resistance and Strategic Grind Down.

3) “Facilitate the departure of the Country to any foreigner who manifests it, except those originating in the belligerent nation.

4) “Cooperate with the control and management of prisoners of war:

5) “Reception at the Prisoners of War Meeting Points (PRPG, Spanish acronym) and handling of them.

6) “Transfers from the PRPG to the Prisoner of War Deposits (DPG, Spanish acronyme), handling in them and their transfer to the concentration camps (CCPG) in the Strategic Support Base.

7) “Cooperate in the management of refugees, displaced persons and evacuees”.

All this “tasks” are duties of the GNB, according to the documents of the CEOFANB: “The Guard will act in the operations in the Bolivarian Army, Bolivarian Navy and Bolivarian Military Aviation of functions, activities and services that distract their main effort, in order to avoid the use of combat troops in minor objectives, they will be in charge of the internal security, special and resistance operations, in cooperation with the members of the FANB for the maintenance of internal order. Among the Security Operations: Collaboration with the fulfillment of the curfew, Detention of sympathizers with the enemy, Control of demonstrations, Control and management of foreigners or sympathizers of the enemy belligerent country, Control and management of prisoners of war.
